The Emirate of Abu Dhabi established the Water and Electricity Department in 1966 with the express objective of providing safe and reliable water and power supplies to consumers and in anticipation of the need for the developmental work in the already burgeoning emirate. Since then, the demand for water and electricity has increased tremendously, and foreseeing this need, the Government of Abu Dhabi, through the Abu Dhabi Water & Electricity Authority (ADWEA), embarked on a program for the privatization of the water and power sector in 1998.
Emirates CMS Power Company (ECPC) was established to build, own, and operate the Taweelah A2 combined cycle power and desalination plant – the first independent power and water plant in the Gulf region. The Taweelah A2 plant is jointly owned by Emirates CMS Power Company, a subsidiary of ADWEA, and Marubeni Corporation, Japan. ADWEA/TAQA holds a 60% share and Marubeni Corporation/JGC a 40% share in ECPC respectively. The plant cost more than USD 740M to construct in 1998.
Taweelah A2 Operating Company (TA2OC) is responsible for ongoing operations and maintenance of the A2 plant. The company has a 20-year contract to supply power and water to Abu Dhabi Water & Electricity Company (ADWEC), and the plant is able to generate and export 710 MW electricity and 50 million gallons of drinking water per day with the following items:
- Three Siemens Gas Turbine (GT) Generator Sets
- Two Back pressure Siemens Steam Turbine (ST) Generator Sets
- Three Doosan Heat Recovery Steam Generators (HRSG)
- Four Doosan Multistage Flesh Desalination Plants
The company started its activities in 1998 and is based in Al Taweelah, in the Emirate of Abu Dhabi, midway between Abu Dhabi and Dubai. It has a track record of continuously improving its activities and developing the infrastructure in and around the plant to benefit the environment, the workforce, and the citizens of Abu Dhabi. With its highly professional and dedicated workforce, the plant regularly achieves the highest performance figures for output, efficiency and operational excellence for any power plant in the emirate.
