The Emirate of Abu Dhabi established the Water& Electricity Department in 1966 with the express objective of providing safe and reliable water and power supplies to consumers in the emirate and also in anticipation of this need for the developmental work in the already burgeoning emirate. Since then, the demand for water and electricity has increased tremendously, and foreseeing this need, the Government of Abu Dhabi, through the Abu Dhabi Water and Electricity Authority (ADWEA), 1n 1988 embarked on a program for the privatisation of the water and power sector.
Emirates CMS Power Company (ECPC) was established to build, own and operate the Taweelah A2 combined cycle power and desalination plant – the first Independent Power & Water Plant in the Gulf Region. The Taweelah A2 plant is jointly owned by Emirates Power Company, a subsidiary of the Abu Dhabi Water and Electricity Authority (ADWEA), and Marubeni Corporation, Japan.
